Capping over is not something we recommend, and it is not what we quote for. Capping hides rotting timber instead of fixing it, and the rot carries on underneath the plastic. The old boards come off, the timber behind is checked and replaced where needed, and new uPVC goes on — so what you see is what is actually there.
Usually yes. Gutters are fixed to the fascia, so they come off anyway when the boards are replaced, and refitting old guttering onto new boards means paying for the labour twice if it fails a few years later. Doing both at once also lets the new gutters be set to the correct falls from the start.
